Dining Services has been robbing students for years. In 2004 with the 150 meal plan, you'd pay basically 7.50 per meal on campus. Very few outbound meals would ever ring up to that much, meaning that Dining Services was stealing up to 3 dollars per meal. And when you think about the prison grade food that's actually being sold, that drops the REAL value of the food from what they are charging even lower - likely a dollar or two.
Lastly, think about how you were not refunded for the meals you didn't eat, and they weren't rolled over to next semester. For many people I knew, this was at least 20 meals.
Multiply this by 20,000 people over X years and you see why they are having trouble paying the bills. They are moving towards a more fair pay system, which is never going to rake in as much money as extortion.
