"The FDA became involved in the commission because if the contaminants had proceeded to the human food chain, similar adverse health effects would not happen in humans."

The contaminants HAVE proceeded to the human food supply. That's why infant formula which is made in the US from imported ingredients now contains melamine, and only God knows what else.
