the ascending part of the grappling hook is fine mythbuster's made one in a just a couple days, now the sticking into stone/masonry and holding the wait for a person is another story.

It is difficult to imagine a way for the vehicle to jump without a ramp. I guess on Knight Rider they used a blast of air at the bottom and at the back of the car. But it would be near impossible to stear. But I guess it would just go the way that the momentum is going.
