Since HB 1403 was signed into law in 2001, opponents of the bill have tried to repeal it several times. But if the bill has survived so long then maybe it isn't as 'unfair' as they make it seem. The instrumentality of HB 1403 is far more complex than many think. Governor Perry announced in January that he will oppose these efforts by saying "I'm for leaving the law like it is because I think it serves a good purpose." HB 1403 is not responsible for the high tuition rates in Texas. The state grants given to students are minimal and loans are loans that will have to be paid. Those that benefit from this bill do not receive any form of federal Aid nor can they apply to the greater majority of scholarships due to their status. And most importantly, explained by Gov. Perry, "The only way that you can be eligible for that in-state tuition is if you are in the process of getting your citizenship, I think that's been highly overlooked in this debate." There is no free ride for illegal immigrants, just an opportunity.
